Procurement and Contracting Specialist
Main Tasks and Responsibilities
Procurement and Contracting Tasks:
- Procurement of materials and services, and advising colleagues on adequate procurement processes
- Coordinate and manage all the relevant processes regarding funding agreements.
- Conduct commercial suitability assessments for potential partner organizations to determine their eligibility to receive funding.
- Support and advise the projects/ partners to maintain the budget and proposal in accordance with the GIZ regulations
- Review submitted financing budget versus proposal and verify the plausibility of the budget
- Prepare financing agreements (grants, subsidy agreements, and local subsidies)
- Coordinate and monitor the whole requesting process via Country Office or Headquarters until the contract is signed
- Explain GIZ’s financial and contractual requirements to the partner organizations.
- Conduct spot checks to fund recipients, writing spot check reports, and follow up on partners’ implementation
- Maintain proper filing as per GIZ regulations
- Assist the preparation of the annual internal control in the scope of work
- Update each step of the contractual processes in the relevant trackers and monitoring tools
General Tasks:
- Assist and/or carry out other project activities and tasks as assigned, undertake further job training related to his/her position and duties if required
- Participate in interdisciplinary working groups related to service contracts and Financing agreements
- Perform other duties and tasks at the request of management

Required qualifications, competencies and experience
Education/Qualifications:
- Bachelor's degree in Business Administration, Financial Management or equivalent.
Professional experience:
- At least 3-5 years of working experience in a comparable position.
- Experience with international NGO work is an asset.
- Solid knowledge of and familiarity with contractual and procurement procedures.
- Business proficiency in English and preferably in Arabic, knowledge of German is an asset.
Other knowledge, additional competencies:
- Good working knowledge of ICT technologies, related software, and computer applications (e.g., MS Office)
- Quick learner and willing to learn new tools and procedures, especially GIZ processes & and regulations
- Ability to work independently
- Ability to work with trustworthiness and integrity
- Strong interpersonal and communication skills
