About Service Unit
GIZ Türkiye has established a Service Unit (SU) to consolidate and strengthen all financial and administrative functions across its portfolio. The Service Unit serves as a center of excellence for commercial, administrative, and logistical services, ensuring transparency, efficiency, and compliance in project implementation.
The SU’s mission is to create and maintain optimal working conditions by harmonizing processes, enhancing service quality, and enabling technical teams to focus fully on their core mandates. It brings together the areas of financial management, procurement and contracting, management of financing arrangements, event and travel management, and administrative support under one coherent structure.
This strategic reorganization aims to professionalize services, promote digitalization, and establish consistent standards across all projects. The Service Unit works hand-in-hand with projects and the Country Office to deliver smooth, reliable, and high-quality services that directly support GIZ Türkiye’s goals of organizational effectiveness, accountability, and sustainable impact.
This position offers an opportunity to contribute to project delivery across Türkiye in a backbone role.
Main Tasks and Responsibilities
Overarching tasks
- Managing the procurement of materials and services for the Service Unit (SU) based on assigned thresholds per category in alignment with GIZ rules and regulations;
- Playing an active role in shaping work organization in connection with the introduction and further development of digital corporate management systems, especially S4GIZ;
- Keeping requesters and/or programs/projects informed of the status of procurements and contracts;
- Assessing the submitted proposals based on the established criteria and required product specifications and negotiating agreements;
- Monitoring service provider and supplier performance, following up orders, inspecting, and assessing the quality of the supplied goods and services, and solving problems together with suppliers and service providers;
- Close collaboration with programs/projects to initiative joint procurement of services and goods, and strategic planning of all procurements throughout the fiscal year and implementation;
Key area of procurement
- Procures materials and equipment locally, monitors markets, issues invitations to tenders and processes orders in accordance with GIZ regulations;
- Assessing the submitted proposals based on the established criteria and required product specifications and negotiating agreements;
- Monitoring supplier performance, following up orders, inspecting, and assessing the quality of the supplied goods and services, and solving problems together with suppliers;
- Informing projects and programmes on time about the status of procurements and contracting procedures;
- Enters and maintains data relevant for procurement and tenders in S4GIZ and data management systems;
- Collects the offers from suppliers to perform formal bidding procedure for the procurement of materials & equipment;
- Opens the quotations and selects the supplier for the consignment as per GIZ rules;
- Receives and checks the delivered goods, rearranges the consignment of the defect goods if it necessary;
- Prepares the documentation of invoices; delivery notes, quotation, order, request of the materials in order to perform the payment;
- Follows up the delivery of materials in coordination with project and supplier;
- Monitors the payment procedure of the order with coordination of the Country Office;
Key area of contracting
- Conduction of plausibility check of the documents presented for contracts;
- Carrying out the formal bidding process as per GIZ rules when it's necessary;
- Prepare contract as per request, Contract Award Documentation provided from the respective project;
- Enters and maintains data relevant for contracts in S4GIZ and data management systems;
Updates the contracts evaluation record and advises projects on procedure;

Required qualifications, competencies and experience
Education
- University degree (BA or equivalent) in Business Administration, Economics, Supply Chain Management, Law, or related fields.
- Professional training or certification in procurement, logistics, or contract management (e.g. CIPS, PRINCE2, or equivalent) is a strong asset
Professional Experience
- Minimum 5 years of proven experience in procurement and contracting, preferably within international development organizations, NGOs, or large institutional settings.
- Minimum 3 years of experience working with international procurement and contract-ing rules and/or donor/institutional procedures (such as GIZ, EU, UN, WB).
- Demonstrated experience managing the full procurement cycle — from needs identification to tendering, bid evaluation, negotiation, contract finalization, and supplier performance monitoring.
- Proven experience in contract documentation, plausibility checks, and audit preparation, ensuring full compliance and traceability of procurement decisions.
- Knowledge of Turkish Tax Legislation is an asset
Professional Competencies
- Thorough understanding of procurement and contracting regulations, including tender-ing thresholds, documentation standards, and approval hierarchies, in an international context.
- Strong knowledge of national procurement laws and market conditions in Türkiye; ability to apply these within international donor frameworks
- Ability to monitor supplier performance, manage contract amendments, and document variations in line with donor requirements
- Sound analytical and documentation skills to ensure accurate, complete, and audit-ready procurement and contract files.
- Strong sense of customer service towards project teams and requesters, maintaining clear communication and transparency throughout the process.
- Strong command of MS Excel, Outlook, and SharePoint

- Self-motivated with proven ability to work proactively and innovatively with limited direct supervision
- Willingness to enhance skills and/or upskill as required by the tasks to be performed – corresponding measures will be agreed upon with the management
